Example 289 of the spec probably wrong?

It says that you can backslash escape any ASCII punctuation character, although you can clearly say that quote (") and ampersand (&) is HTML escaped, showing " and &, respectively.

Is it mean to show that way? Or am I probably missing something?

You are seeing the raw HTML that is produced as output, which is why the <p> elements are included as well. &, ", <, and > must be HTML encoded, which is why you see their properly escaped representations for those text values.
